Senate Passes Obama/GOP Tax Cut Deal – 81 to 19

Washington (CNN) — The Senate approved a controversial $858 billion tax cut package Wednesday, overwhelmingly voting to extend the Bush-era tax reductions despite a series of objections from both the left and the right. The measure, which passed 81 to 19, now advances to the House of Representatives. Among other things, the package includes a two-year extension of the Bush-era tax cuts set to expire December 31. It also would extend unemployment benefits for 13 months, cut the payroll tax by 2 percentage points for a year, restore the estate tax at a lower level, and continue a series of other tax breaks. The estate tax — currently scheduled to exempt inheritances up to $1 million and tax amounts above that at a rate of 55% — would be reduced under the tax package to a rate of 35% on amounts above a $5 million individual exemption. Comparing the current tax cut compromise with Barack Obama's stimulus plan of 2009, MSNBC's Joe Scarborough labeled the tax cuts a “steaming pile of garbage” on his December 13 show. Complaining that the compromise will add another $900 billion to the deficit, Scarborough compared it to the stimulus plan that cost a similar amount in the name of “stimulating” the economy. “This is a disaster for conservatives,” Scarborough asserted, arguing that adding to the deficit is worse than stimulating the economy with tax cuts that aren't “paid for.” The weekend after the deficit commission proposed a way to cut $4 trillion in the next generation, Republican leaders met with President Obama and produced a compromise extending the Bush tax cuts for all income earners, along with other provisions that would ultimately add $1 trillion to the deficit. “It's another steaming pile of garbage,” co-host Mika Brzezinski spat. Scarborough agreed with her. “Man, I tell you, if I were a Democrat in the House, I'd vote against this in a second,” he remarked.

Yet throughout this debate, the broadcast networks have insisted on framing the debate as about “tax cuts” and “tax breaks,” not about forestalling a tax increase that could jeopardize the weak recovery. MRC analysts reviewed all 23 ABC, CBS and NBC evening news stories about the tax debate from the start of the lame-duck session of Congress on November 15 through December 5, just before the GOP and Obama struck their deal. Network reporters used the phrase “tax cut” a total of 71 times to characterize the issue at hand.
