CELEBRITY BUZZ : A young cop picked up Dylan in a suburban neighborhood of New Jersey during a rainstorm after suspicious residents called in about an “eccentric-looking man.” She grew skeptical when he said he was touring with Willie Nelson and John Mellencamp.
