Is Illegal Immigration Raising Arizona’s Crime Rate? NY Times Says No; Relevant Figures Say Yes

On Sunday, New York Times reporter Randal Archibold offered up more of his slanted reporting on Arizona’s pending new immigration enforcement law, suggesting that supporters of tough immigration enforcement are fostering fear by exaggerating the problem of violent crime on the border with Mexico: ” On Border Violence, Truth Pales Compared to Ideas .” But does his evidence stand up? Two conservative writers say no, pointing to FBI statistics that show crime in towns outside major metropolitan areas and rural counties crime has increased substantially. When Representative Gabrielle Giffords, Democrat of Arizona, announced that the Obama administration would send as many as 1,200 additional National Guard troops to bolster security at the Mexican border, she held up a photograph of Robert Krentz, a mild-mannered rancher who was shot to death this year on his vast property. The authorities suspected that the culprit was linked to smuggling. “Robert Krentz really is the face behind the violence at the U.S.-Mexico border,” Ms. Giffords said. It is a connection that those who support stronger enforcement of immigration laws and tighter borders often make: rising crime at the border necessitates tougher enforcement. But the rate of violent crime at the border, and indeed across Arizona, has been declining, according to the Federal Bureau of Investigation, as has illegal immigration, according to the Border Patrol . While thousands have been killed in Mexico’s drug wars, raising anxiety that the violence will spread to the United States, F.B.I. statistics show that Arizona is relatively safe. That Mr. Krentz’s death nevertheless churned the emotionally charged immigration debate points to a fundamental truth: perception often trumps reality, sometimes affecting laws and society in the process . Archibold again pompously implied fear-mongering on the part of supporters of immigration enforcement: Moreover, crime statistics, however rosy, are abstract. It takes only one well-publicized crime, like Mr. Krentz’s shooting, to drive up fear. …. Crime figures, in fact, present a more mixed picture, with the likes of Russell Pearce, the Republican state senator behind the immigration enforcement law, playing up the darkest side while immigrant advocacy groups like Coalición de Derechos Humanos (Human Rights Coalition), based in Tucson, circulate news reports and studies showing that crime is not as bad as it may seem. For instance, statistics show that even as Arizona’s population swelled, buoyed in part by illegal immigrants funneling across the border, violent crime rates declined, to 447 incidents per 100,000 residents in 2008, the most recent year for which comprehensive data is available from the F.B.I. In 2000, the rate was 532 incidents per 100,000. Nationally, the crime rate declined to 455 incidents per 100,000 people, from 507 in 2000. Reporter Jennifer Steinhauer seconded Archibold’s assertion about crime dropping on the Arizona border in her Tuesday front-page profile of Sen. John McCain on the campaign trail in Arizona: While border crime has decreased in this state in recent years , the killing of a prominent rancher in the south by what the police suspect was an illegal immigrant set off rage across the state, and helped fuel a tough new state law directed at immigrants. But Tom Maguire researched the actual FBI statistics and came away with the opposite result, though his results are not definitive: …the stats reprinted below tell a different story — measured by violent crimes per 100,000, the non-MSA portion of Arizona has seen a dramatic increase in crime….these numbers do not support the case that the rural and border areas of Arizona are getting safer. Quite the contrary, actually. Maybe the Times can turn a reporter loose on that. Taking off from Maguire’s spadework, Mark Hemingway at the Washington Examiner explained: …essentially, the FBI crime stats are broken down by region and while crime has fallen 20 percent in cities from 2000 to 2008, in towns outside major metropolitan areas and rural counties crime is up 39 and 45 percent, respectively. In other words, it sure looks like crime is way up in the border regions of Arizona.

Marvin Harrison Surrenders Gun to Police Following Traffic Incident

Filed under: Colts , NFL Police Blotter A 9mm handgun was confiscated from the SUV of former Indianapolis Colts wide receiver Marvin Harrison Wednesday, after he was stopped for driving the wrong way on a one-way street in North Philadelphia. According to the Philadelphia Daily News , Harrison, who has not played in the NFL since the 2008 season, was stopped by police Wednesday afternoon in North Philadelphia, and produced a permit for a gun that is registered at his home in suburban Philadelphia. Harrison, a Philadelphia native, did not tell police about the 9mm gun that was in the Cadillac Escalade, though, which he is required to do by law. The gun, according to the Daily News , is registered to another man, who lives in the city. Harrison, who was not charged with a crime, was allowed to leave. However, according to the Daily News , police asked Harrison to come in for additional questioning, but he refused the request, which he is permitted to do under the law.

Officer reassigned after punching incident caught on camera.

1:00pm (central time) (CNN) — A Seattle police officer who was recorded on a cell phone camera punching an alleged jaywalker in the face has been temporarily reassigned, a department spokesman said Wednesday. Ian Walsh has been taken off patrol duty and placed in a training unit to review police tactics, Detective Mark Jamieson said. Walsh, who joined the force in November 2007, has not been disciplined in the Monday incident, which remains under investigation, Jamieson said. The event has been referred to the police's Office of Professional Accountability for review, he said. According to a police statement, Walsh was on patrol and in uniform Monday afternoon when he stopped a young man for jaywalking. While interacting with the man, Walsh observed four women jaywalking at the same location and ordered them to step over to his cruiser, police said. The department described the women as being “verbally antagonistic toward the officer.” One of the women began to walk away and appeared to raise her hand in a dismissive gesture after being ordered to step over to the car, police said. Walsh escorted the woman back to the cruiser, but she then started to yell at him and pull away, “breaking free of the officer's grip several times,” police said. When the officer tried to handcuff the woman, another woman placed her hands on the officer's arm, police said. “The officer pushed the second subject back, but she again came at the officer, at which time he punched her,” police said. The 19-year-old woman who allegedly grabbed Walsh's arm was booked for investigation of assault on an officer, police said. The other woman, who police said was 17, was booked for obstructing an officer. Drunk Speeding Cop Back @ Work After DWI Homicide, No Charges Filed

His own police department says this detective was drunk and speeding when he killed a man, so why is he still working and still a detective? A victim's family wants to know if a Newark, New Jersey detective received special treatment. For more than a week, we have been trying to set up an interview with Newark's Police Director concerning our investigation. We've been ignored. We caught up with Newark detective Mark Hulse as he headed into work at this precinct on a recent morning. Back to work after six-month suspension. Back to work even though his own police department found him guilty of being drunk and speeding when, off-duty, he struck and killed a man named John Marques on this Newark street in July of 2008. The impact was so violent, some of Marques' limbs were severed. An internal police department memo that we obtained put Hulse's speed at 73 miles an hour in a 25 mile an hour zone and his blood alcohol content at .12. The legal limit is .08 So you're probably wondering, how did someone who is supposed to uphold the law and is found to have broken it by his own department, still on the job? And why wasn't Hulse criminally charged? WALLACE: “Do you think they didn't charge him because he was a cop?” LUCIA PIRES: “Yeah. Yeah. I think that. What other conclusion could I come to?” Pires, the victim's ex-wife, claims she and the couple's two teenage children were largely kept in the dark about the criminal investigation into the accident by the Essex County Prosecutor. “There was no communication with the family,” she said. The family says it was stunned to learn that months after the accident, a grand jury had failed to indict Officer Hulse. “There's no doubt in my mind that had it been anyone else they would currently be in jail for manslaughter. There is no doubt in my mind,” Pires said. “Anyone else would have been charged given those circumstances, but because he was a cop I basically think he got away with it.” Our investigation raises questions about how this case was handled from the very beginning. Police records show Officer Hulse, on his way back from a club at 3:00 a.m., ran from the accident scene to the nearby 3rd precinct allegedly to get help for the victim, but was it also to get protection for himself. He was never given a breathalyzer. “Somebody died, and it was 3 0'clock in the morning, and you're coming from the nightclub and no breathalyzer? If it were me or you, you know we'd have a breathalyzer done immediately,” Pires said. Hulse remained at the precinct for two and a half hours without giving any statement. Later, complaining of dizziness and other minor ailments, he went to the hospital. Blood wasn't drawn until more than four hours after the accident. His blood alcohol level then registered .058, but an alcohol expert consulted by the Prosecutor's office put the intoxication level at the time of the accident at .12, adding that it resulted in significant impairments. “Had it been me, or any normal citizen, I believe there would have been charges and they would have been put in jail,” Marques' son, Matthew, said. “I think it's wrong, I don't believe he should be back at work. I personally believe he should be in jail, serving time.” And why is he back at work? Officer Hulse wouldn't answer that question while we were at the precinct. A police spokesman showed up. He wouldn't answer that question either. We were told to put in a formal request to interview the Police Director. We did. No response. “He was speeding. He was drunk. He killed someone and he still has a job and pension in the state of New Jersey. Don't get it,” said Pires. The Essex County Prosecutor's Office told Eyewitness News it believes the criminal case was handled properly and it respects the grand jury's decision. The office did take a second look at this case after we contacted them. Sources tell us the FBI may be pursuing a civil rights investigation and we've learned there may be witnesses who have not yet come forward who were at the precinct the night of the accident. By Jayson Rodriguez Drake Photo: Rahman Dukes/MTV News NEW YORK — A Drake show scheduled for Tuesday evening (June 15) in Manhattan was canceled by the New York Police Department after crowd control became a safety concern for organizers of the event. Upward of 10, 000 fans lined the South Street Seaport and even more were present on the outskirts of the venue, lurking, in hopes of spotting the Toronto rapper. Drake was set to appear onstage at 7:45 p.m. ET, but leading up to his appearance, the crowd swelled to a larger-than-expected size. Organizers of the event, sponsored by Paper magazine and also featuring Hanson and Ninjasonik, began slowly asking attendees to be prepared for a cancellation. Confusion abounded just moments later, however, as concertgoers jockeyed for closer positions to the stage, unaware of any danger. Ultimately, police pulled the plug on the event and began trying to disperse bystanders. Drake — celebrating the release of his debut album, Thank Me Later, on Tuesday — tried to notify his fans via Twitter that he was unable to take the stage. “Police are shutting down the show at South Seaport! I’m on my way anyways,” he wrote. “Drizzy Hendrix Woodstock 2010.” The upstart MC, though, was understandably disappointed he was unable to share in the excitement with his fans and issued a statement apologizing to his fans. “I am humbled by the crowd that showed up in support of my performance and the release of Thank Me Later, ” Drake told MTV News in a statement. “I love performing for my fans, but unfortunately, the show was canceled by the NYPD due to overcrowding, leaving me without the chance to give my fans a real show. I’m thankful for the support that the fans have been giving me … I thank you now.” Fans were also disappointed, but many feared for their own safety as people fought, threw items from nearby restaurants and even trampled other attendees. New York University student Adam Vinson spoke with MTV News and described the chaotic scene. “People didn’t know how to have manners,” he said. “Everyone was up against each other pushing. There was just too many people there. In New York City, though, people are gonna come from out of state, and in the city, there’s already millions of people. The concert goers packed and people started fighting. “I saw dudes fighting,” he added. “One dude said he was gonna light this place up; it was that serious. Once I saw that, it was my cue to leave. USA Today released the results of its Freedom of Information Act requests for FBI documents related to Ted Kennedy. John Fritze’s story leans heavily on the sympathetic “barrage of threats” angle to begin his story, and downplayed the lack of documents on the death at Chappaquiddick. Fritze began:  Sen. Edward Kennedy, who buried two brothers killed by assassins, endured a barrage of threats on his life that continued for much of his political career, thousands of FBI documents released Monday show. More than 2,200 pages of previously secret documents reveal Kennedy, the brother of President John F. Kennedy, received a constant stream of anonymous threats and warnings from members of the Ku Klux Klan and the militant anti-communist “Minutemen.” Fritze arrived at Chappaquiddick late in the article, and hinted without outrage that the Kennedy family may have removed a pile of documents that might have tainted the Ted Kennedy image:  “There might be a lead here or there,” said David Kaiser, a professor at the U.S. Naval War College who has written on the Kennedys. But Kaiser said he is “surprised by what wasn’t there,” including correspondence between the White House and the FBI over Chappaquiddick. The Kennedy family was given a chance to review the documents before they were released. Rep. Patrick Kennedy, D-R.I., and family representatives did not respond to requests for comment. So much for “Freedom of Information.” Remember this one the next time leftists start complaining about George W. Bush being tight with presidential records. Fritze reported that documents show Nixon aide John Dean was asking the FBI to determine if Mary Jo Kopechne, who died in the car Ted Kennedy drove off of Dyke Bridge in 1969, had visited Greece in 1968. Bryan Bender of the Boston Globe suggests the Nixon team was trying to see if Kopechne accompanied the Senator on a Greek vacation.  The Washington Post story by Jerry Markon reported that former Kennedy adviser Bob Shrum said Ted Kennedy delayed running for president until 1980 because of the threats, and somehow not because the threat of Chappaquiddick would also be hanging over his campaign:  Kennedy waited 12 years after Robert was assassinated before running for president, largely because of his family’s concerns about such threats, according to a longtime aide, Robert Shrum. “You took precautions,” said Shrum, Kennedy’s speechwriter during his 1980 presidential campaign. “We had a doctor with us everywhere we went. We had ambulances in most places. The memory was there. But you just lived with it.” Markon’s story ended by relaying only 77 of the 2,200 pages of Ted Kennedy documents were on Chappaquiddick: The files include 77 pages on the drowning of Mary Jo Kopechne when Kennedy drove his car off a bridge on Chappaquiddick Island off Martha’s Vineyard in 1969. The pages are nearly all newspaper articles, but one internal FBI document informed Hoover of the accident and says the police chief in Edgartown, Mass., “confidentially” advised that Kennedy was the driver. “Stated fact Senator Kennedy was driver is not being revealed to anyone,” the document said.

Oil Spill Hits Utah, Official says spill hasn’t reached Great Salt Lake

The leak began Friday night when an underground Chevron Corp. pipeline in the mountains near the University of Utah broke. The breach sent oil into a creek that flows through neighborhoods, into a popular Salt Lake City park, and ultimately into the Jordan River, which flows into the Great Salt Lake. The 10-inch pipeline was shut off Saturday morning, when workers at a nearby Veterans Administration building smelled oil and called the Salt Lake City fire department, which notified Chevron. The pipe carries crude oil from western Colorado to a refinery near the Salt Lake City International Airport. Jason Olsen, spokesman for the Salt Lake City Joint Information Center, said Sunday that emergency workers believe they have contained the spill to the Jordan River. But the spill still took its toll on birds at Red Butte Creek and at a large pond at Liberty Park, where visitors often feed birds from the shore and on rented paddle boats. About 300 birds were coated in oil and cleaned at Utah's Hogle Zoo. Fewer than 10 have died, said Salt Lake City spokeswoman Lisa Harrison-Smith. Most of the birds were Canada geese, although some ducks were also covered. Harrison-Smith said the oil also flowed through several other riparian areas, which could threaten the June sucker. It's been listed as an endangered species since 1986. Most of Liberty Park reopened Sunday. The pond remained closed, and Olsen urged those who live near affected waterways to stay away from them. “Wherever the oil is, the smell is still fairly strong,” Olsen said. The Salt Lake City Police Department told residents whose yards were polluted by the spill not to clean them up, but to file a claim with Chevron first. Chevron has said it is taking full responsibility for the spill and will pay for its cleanup. Harrison-Smith said Chevron had investigators at the scene of the leak Sunday and that the Environmental Protection Agency had brought in a U.S. Coast Guard water recovery expert to assist with cleanup efforts. She said city officials were hoping to receive a report on the spill from Chevron sometime Sunday evening. U.S. Rep. Jim Matheson, D-Utah, said he spoke by telephone Sunday with Becky Roberts, president of the company's Chevron Pipe Line Co. unit. Matheson said Roberts told him that until Chevron crews dig up the broken section of pipe, the company can't be sure what caused the leak.
