I am guessing that Target is a corporate sponsor on the Britney Spears tour. They probably have a contract that says she needs to be spotted shopping there at least 3 times as some kind of endorsement deal to get their money’s worth out of supporting her, since they know if Britney goes to Target, the whole world will know about it.
