Woman Drugged And Assaulted Underage Girl According to News Net 5: Two adults–a man and a woman–are in jail in Barberton after police say they worked together to drug, sexually abuse and photograph a girl under the age of 13. Jacob L. Singleton, 33, of New Franklin, is accused of stealing a prescription sleeping aid and anti-depressant, giving it to Cecilia D. Lower and directing her to drug the girl, sexually assault her, take photos and send them to him. Lower, 30, is being held on a $1 million bond on two counts of sexual assault and one count of pandering sexually oriented matter involving a minor. Singleton is also being held on a $1 million bond, for charges of complicity to commit rape and pandering sexually oriented matter involving a minor. Police added that Lower is suspected of administering a prescription medication to another juvenile. They seized cell phones, drugs and drug paraphernalia and sexual stimulation devices from the two suspects’ homes.
