Katy Perry’s new music video is for her song “E.T.” But rather than Steven Spielberg’s alien creation of decades past, she’s channeling Lady Gaga and Avatar. Or so it would appear in these promotional pics released by her label , Capitol, in advance of the video. Maybe with a little David Bowie thrown in there as well? Shot fired at Al Franken’s condo – Andy Barr – POLITICO.com

Minneapolis and Capitol Hill police are investigating a shot that was fired at the condo of Sen. Al Franken (D-Minn.). Nobody was home at the time of the incident, which was not reported until after the senator and his wife returned home to Minneapolis after a two-day trip out of town on Tuesday and discovered the damage to their window facing the street. Franken’s wife reported the incident to police. “Right now it’s under investigation by the Minneapolis Police and the Capitol Hill Police,” Franken spokesman Marc Kimball told POLITICO. Kimball said that “there was some damage to one of the window panes” in a double-paned window. Kimball added that “nothing like this” has ever happened to the senator’s residence. Oh, No! On Independence Day, CBS Frets Congress Becoming ‘Paralyzed’ Over ‘Fear of the Deficit’

West coast viewers got to see a July 4 CBS Evening News on Sunday, and those who tuned in saw CBS’s interim “report card” on Congress’s performance so far. Under the headline of “unfinished business,” correspondent Wyatt Andrews and his sole expert, Politico’s Jonathan Allen, both fretted how Congress is now “paralyzed” due to a “growing fear of the deficit.” Many Americans are probably wishing Congress had become “paralyzed” a few trillion dollars ago. Andrews rued that supposedly job-creating “stimulus spending” may be sacrificed if enough congressmen feel deficit spending is now “political Kryptonite.” Many members of Congress especially those in tough re-election campaigns are home right now, trying to figure out the spending issue: Will voters support more stimulus spending if it directly leads to jobs, or has deficit spending itself become political Kryptonite? CBS’s main example of congressional indecision, however, was an urgently-needed Afghanistan war funding bill that the Senate has nearly doubled with additional spending, pushing it from $33 to $60 billion, and that has ballooned in the House to $80 billion. That doesn’t sound like a Congress that is becoming cowed by the need to throttle back spending. Here’s the transcript of the piece from the July 4 Evening News; you can watch video at CBSNews.com: ANCHOR RUSS MITCHELL: Congress has had some notable successes this year in health care and education reform along others. But members have a lot of catching up to do when they return from their holiday recess in a week and a half. Wyatt Andrews has more. CORRESPONDENT WYATT ANDREWS: As members of Congress streamed from the Capitol Thursday night, they were leaving for a ten-day break, but escaping a long list of unfinished business. Despite repeated demands for final action- REPRESENTATIVE JOHN LEWIS: Do not be afraid to vote with your heart, and your conscience. ANDREWS: -action was hard to find. The extension of unemployment benefits, funding for the war in Afghanistan, funding for 100,000 teachers, Wall Street reform, and campaign finance reform were all either stuck, or stalled, or rejected and presumed dead. [to Jonathan Allen] How much of that did they get done? The POLITICO’s JONATHAN ALLEN: They got absolutely none of it done before the July 4th break. ANDREWS: Zero? ALLEN: Zero. WYATT ANDREWS: Jonathan Allen of Politico, who’s covered the Hill for eleven years, calls Congress unusually paralyzed this time because of a growing fear of the deficit. ALLEN: You see that paralysis in Congress where there are these sort of conflicting impulses of, ‘We’ve got to do something to help,’ but ‘We can`t do that because it cost too much money.’ ANDREWS: The latest example is funding for Afghanistan. The administration asked for $33 billion, but the Senate bill totaled $60 billion by tacking on spending for veterans — and the House bill, by adding extra money for teachers, totaled $80 billion. Because the two bills are different and bitterly contested, money the Defense Department said it needed to fight the war now is on hold. SECRETARY OF DEFENSE ROBERT GATES: We begin to have to do stupid things if the supplemental isn’t passed by the Fourth of July recess. WYATT ANDREWS: Many members of Congress especially those in tough re-election campaigns are home right now, trying to figure out the spending issue: Will voters support more stimulus spending if it directly leads to jobs, or has deficit spending itself become political kryptonite? ‘California Gurls’ Director Wanted Katy Perry In A ‘Sugary Sweet Paradise’

‘Since the song has become this summer anthem, it really invokes strong visuals,’ Matthew Cullen says of avoiding a beachy look. By James Montgomery Katy Perry in the “California Gurls” video Photo: Capitol As soon as he heard Katy Perry’s summertime smash “California Gurls,” director Mathew Cullen knew exactly what he didn’t want to include in his treatment for the video: sun, surf or anything that had to do with summer. And luckily, Perry was thinking the same thing. “The lyrics were so literal that when I pitched it, I said, ‘Look, I want to so something that’s a metaphor for what the song’s about,’ and I guess it was something different from what the other directors were pitching her,” Cullen told MTV News. “It was a concept that really stood out for her. Because I think, automatically, since the song has become this summer anthem, it really invokes strong visuals. And I just wanted to do something a little different.” So Cullen, Perry and a whole host of creative types (including surrealist Will Cotton, famous for his candy-coated landscapes, who served as the artistic director on the video) descended on Los Angeles for a very hectic three-day shoot, where they created “Candyfornia,” a fictional land filled with a whole lot of sugary set pieces, mean-spirited Gummi Bears and plenty of frosting. “What really stood out for me is the idea of California as this sugary sweet paradise, so Candyfornia is this place where desire can always be fulfilled, but where pleasure can turn dark. The kind of place where Gummi Bears aren’t your friends,” laughed Cullen, the founder of Los Angeles-based production company Motion Theory. “I also tried to inject some California iconography into the landscape: the Hollywood Hills made of ice cream, Sunset Boulevard as Sundae Boulevard, the Capitol Records building as pancakes and the Walk of Fame as a gingerbread path.” And while folks have been marveling at both Candyfornia and Perry’s cupcake-enhanced bras since the “Gurls” video premiered on Tuesday, there are two key moments that really have jaws dropping: Perry’s nude scene on a cotton-candy cloud and those chest-mounted frosting cannons she sports at clip’s end. Sadly, Cullen can only take credit for one of those. “The nude scene, yeah, we shot that on a closed set. Well, at least it was a closed set while she was getting on the cotton-candy cloud,” he laughed. “And though we had lots of strategically placed cotton candy, let’s just say we had to add even more in post[-production]. “[The cannons] were actually Katy’s idea. She wanted to have fun with it, and so we did it,” he continued. “We got it in two takes. I was surprised. We shot it at the end of the first day, and it had everybody rolling on the floor. She was so great to work with. A total pro, and really into it.” Even though he set out to make a video that contained absolutely no beach scenes, even Cullen will admit that he’s won over by the song’s summer-friendly message: that California Gurls really are the greatest in the world. Then again, he might not be the most impartial guy. “I am a native Angelino, so I do think that California Girls definitely have something to them,” he laughed. “Though I’m a bit biased, since I’ve been here my entire life.” What is your favorite party of the “California Gurls” video?
