A Reno, Nevada, man is charged with four counts of murder in the deaths of four northern California women dating back more than three decades, authorities said Tuesday. Joseph Naso, 77, was arrested Monday by Marin County, California, detectives following his release from the El Dorado County jail, also in California, where he had been in custody over the past year on unrelated charges, Marin County District Attorney Ed Berberian told reporters. Naso is charged in the 1977 murder of Roxene Roggash in Marin County; Pamela Parsons and Tracy Tofoya of Yuba County, California, whose bodies were found in 1993 and 1994, respectively; and the death of Carmen Colon in Contra Costa County, California, whose body was found in 1978, Berberian said. He is eligible for the death penalty. Roggash’s murder was considered unsolved until Naso was arrested in April 2010 by Nevada parole and probation authorities, Berberian said. During that arrest, police found items that implicated Naso “in multiple murders of young women,” he said. CNN affiliate KGO said Naso, who had been convicted of grand theft at a grocery store, had a probation officer visit him at his home near Reno and found weapons. Naso spent a year in the El Dorado County Jail for the violation and was arrested upon his departure Monday, KGO said. A search of his home turned up photographs and writings tying him to the deaths, according to the station. France just passed a law that bans women from wearing veils on their faces — a move that has already resulted in protests by Muslims along with two arrests for the so-called offense: French police arrested two veiled women this morning just hours after the country’s new ban on wearing the burka in public came into force. The women were arrested along with several other people protesting in front of Notre Dame cathedral in Paris against the new law. Jourrnalists at the scene said the arrests came after police moved in to break up the protest which had not been authorised. On Saturday police arrested 59 people, including 19 veiled women, who turned up for a banned protest in Paris against the draconian new law, the first of its kind to be enforced in Europe. Earlier, French police said they will be enforcing the country’s new burka ban “extremely cautiously” because of fears of provoking violence. They fear Muslims extremists will use the law to provoke fights with officers, while rich visitors from countries like Saudi Arabia will also cause trouble . All garments which cover the face were officially banned from first thing this morning, with offenders facing fines of 150 euros (£133). The law will be very difficult to apply on certain estates,” said Patrice Ribeiro, of the Synergie police union. Referring to two Paris suburbs where riots regularly break out because of alleged discrimination against Muslims, Mr Ribeiro said: “I can’t see police going to book dozens of veiled women doing their shopping in Venissieux or in Trappes. “It will be the same when a police officer is about to arrest a veiled Saudi who is about to go into Louis Vuitton on the Champs Elysees. In all cases, the forces of order will have to be measured and cautious in their behaviour.” Synergie has already instructed its members to view the ban as a “low priority”, and Mr Ribeiro said there would “inevitably be incidents”. Police have already been warned not to arrest women “in or around” mosques, and “citizen’s de-veilings” are also banned. The strict instructions, from Interior Minister Claude Guent, are contained in a nine page circular issued to officers. As well as a mosque, Muslims will also be able to put on a veil in the privacy of their own homes, a hotel room, or even a car, as long as they are not driving. The ban means France is officially the second country in Europe, after Belgium, to introduce a full ban on a garment which immigration minister Eric Besson has called a “walking coffin”. While French women face the fines and ‘civic duty’ guidance if they break the law, men who force their wives or daughters to wear burkas will face up to a year in prison, and fines of up to 25,000 pounds. Posters have already gone up in town halls across France reading: “The Republic lives with its face uncovered.” Belgium introduced a full ban last year, although it has not been enforced with any vigour. Eight people were shot and another was killed in a shooting at birthday party at the Minaret Temple at about 11:30 p.m. in Chester Friday night, according to Chester police. Police have a suspect in custody. All nine victims were taken to Crozer Chester Medical Center. Two remain in critical condition and six are in stable condition, police said. As many as six people were shot in Chester at around 11:40 Friday night during a social gathering at a fraternal organization’s building on West 4th Street near Ward Street, according to Chester police. Police said one victim was shot in the head, and two firearms were recovered from the scene. Chester Mayor Wendell Butler Jr., reached at 1:45 Saturday morning, said he had visited the scene at Minaret Temple No. 174. “There may be one fatality,” he said. Asked about the number injured, he said, “I think it was more than half a dozen.” What led to the shootings was not immediately known, and early Saturday morning police said they were still investigating what unfolded at the temple in a residential neighborhood. For an hour, Sheen chain-smoked like a criminal — “can I have a f–king cigarette?” — lobbed the F-bomb like a 4-year-old suffering from Tourette’s, and praised Donald Trump as a “real f–king dude.” He prattled and preened and told pointless — and worst of all, boring — stories about Hollywood, hookers, being rich and being Charlie Sheen. He talked about nearly getting caught after locking himself in an airplane bathroom while flying with actor Nicolas Cage and a seven-gram cocaine rock. “My balls are sweating like a gerbil in a Richard Gere convention,” he said. And that, my friends, was as good as it got. Then…it went ALL bad. After alternately motor-mouthing and begging for his job back at “Two and a Half Men,” Charlie abruptly ran out of gas. At the 45-minute mark, he simply stopped talking. Sheen sat onstage, smoking silently, next to a man who served as his interviewer — I never did catch his name. The co-star looked as if he wanted to cry. The paying audience should have. “Where are the goddesses?” an audience member cried. The two bimbos with whom Charlie lives smartly came out and waved — and then skedaddled. Charlie pulled the plug after losing the crowd, and ran from the stage ahead of trouble. A California mother was arrested this week after she was captured on video encouraging her son to pummel another boy, police said. The woman can be heard yelling “Beat him down. Body slam him,” as the two boys swing wildly at each other in the scuffle that leaves one bloody. At one point in the video, circulated on the internet, the woman offers pointers to her son on how to win the fight. She also assures the combatants they have permission to fight in her yard and that she will not call the police. Police say they have arrested the woman, identifying her as Jennifer Zuniga, 33, of the central California city of Ceres. She faces child endangerment and contributing to the delinquency of a minor charges, police said. “Jennifer can be heard and seen in the video yelling and encouraging her son to batter the other juvenile. Jennifer is heard yelling a barrage of profanities and enticing the fight,” Ceres Police said in a statement. Let this be lesson to all of you (if you haven’t already learned). Jesus take the wheel on this one: A Valley teen has been arrested after being accused of plotting to kill her pregnant friend and steal her unborn baby. According to court documents, 18-year-old Kassandra Toruga was taken into custody on Thursday on attempted murder, arson and burglary charges. On Feb. 16, Toruga allegedly brought two butcher knives and a pair of scissors to the victim’s Maricopa home with the intent to kill the victim and perform a Caesarean section to remove her unborn baby. According to court paperwork, Toruga also brought diapers and clothes, and planned to pass the child off as her own. While in the home, Toruga also reportedly set fire to the victim’s closet, costing $1,000 in damage. Both women were treated for smoke inhalation following the incident at the victim’s home. Toruga allegedly admitted her intent to commit the crimes during an interview with an arson investigator. Court documents show mental illness may be to blame for Toruga’s alleged plot, as she suffers from schizophrenia. The victim has since given birth to the child and reportedly told authorities she is “extremely concerned” Toruga will return to her home and kidnap the child. This is sad: A south suburban teenager was routinely chained to a dryer and viciously beaten by his father and his father’s girlfriend with everything from bamboo scratchers to yardsticks to a broken ax handle, Cook County prosecutors allege. Hugo Dominguez, 38, of Glenwood, admitted he kept the 13-year-old boy captive in the laundry room most nights while he and his live-in girlfriend, Mary Ramirez, slept, authorities said. The couple routinely unchained the Brookwood Junior High School student in the morning and kept him in the garage before school, court records indicated. The boy told investigators that Dominguez and Ramirez, 38, often hit him with many objects, including wooden ax handles, yardsticks, bamboo scratchers, belts and rulers that had been taped together. Dominguez also recently stabbed his son with a knife, prosecutors said. Authorities began investigating the couple after school officials called to report the alleged abuse Tuesday. The teenager currently has a large laceration to his left elbow, bruising on a large portion of both arms and lash marks on his lower and middle back and lower legs, prosecutors said. Dominguez was ordered held in lieu of $250,000 bail Friday for aggravated domestic battery, according to state’s attorney’s office spokeswoman Tandra Simonton. Ramirez was ordered held in lieu of $100,000 bail for unlawful restraint.
