Heather Lynn Miller, Texas Teacher, Caught in Portable Classroom with 14-Year-Old Student

A Texas teacher, Heather Lynn Miller, is facing felony charges after she was allegedly caught in a portable classroom trailer with an underage student. Texas Teacher Accused of Inappropriate Relationship With 14-Year-Old Miller was arrested Sunday night after a campus security guard at Katy Junior H.S. found the 46-year-old with a 14-year-old male during a routine patrol. Miller was allegedly “engaging in an inappropriate relationship” with the student, according to a statement released by the Katy Independent School District. KPRC reports that Miller answered the door to the temporary classroom, telling the guard “everything was fine.” Suspicious, the guard looked past her. What he saw was a 14-year-old student getting dressed. Police aren’t discussing details of the case; Miller, who taught social studies, was placed on administrative leave pending the outcome of the investigation. District officials said in a statement regarding the case: “Providing a safe and secure learning environment is and will continue to be our top priority, and we will always act swiftly when that is compromised.” 13 Teachers 2 Hot 4 Students Open Slideshow 1. Those who know Miller encouraged others to hear her side of the story. “It’s sad because I know Heather, and I’ve seen her as a sweetheart that loves her children,” neighbor Pat Trull told KHOU. “Give her a chance.”

Dolce and Gabbana: Sentenced to 18 Months in Jail!

Renowned fashion designers Domenico Dolce and Stefano Gabbana were given a reduced, suspended sentence of 18 months in jail on Wednesday. The duo’s conviction on charges of hiding hundreds of millions of euros from Italian tax authorities via Luxembourg holding company Gado was upheld. Domenico Dolce and Stefano Gabbana Sentenced The sentence was reduced from 20 months because the statute of limitations applied to certain facts in the case. Still, it took the twosome off guard. A lawyer for Dolce and Gabbana, who have always denied any wrongdoing, said they would appeal the decision : “I am speechless. We are all shocked. A Milan prosecutor had asked the court in March to clear the pair, who closed the Milan shops where they sell clothes inspired by Dolce’s native Sicily. The previous decision, by a lower court, handed the duo suspended jail sentences of 20 months each and imposed a fine of up to 10 million euros. The case stems from an investigation that began in 2008 when authorities stepped up their fight against tax evasion as a global financial crisis began to bite. Fashion companies have fallen under the scrutiny of Italy’s tax authorities partly due to the fact the sector has performed well despite a prolonged recession. Similarly, Giorgio Armani paid 270 million euros to tax authorities in early April to settle a dispute over payments from the group’s subsidiaries abroad. Prada Holding, which controls Prada, paid a reported 400-420 million euros to settle taxes in Italy after completing a process of voluntary disclosure in December. Pat Buchanan Is Still Scared That White People Will Not Lead Tomorrow

From his column: “That speaks about who is going to be leading tomorrow.” So said Angel Gurria, secretary-general of the Organization for Economic Cooperation and Development. Every three years, the Paris-based OECD holds its Programme for International Student Assessment (PISA) tests of the reading, math and science skills of 15-year-olds in developing and developed countries. Gurria was talking of the results of the 2009 tests. Sixty-five nations competed. The Chinese swept the board. The schools of Shanghai-China finished first in math, reading and science. Hong Kong-China was third in math and science. Singapore, a city-state dominated by overseas Chinese, was second in math, fourth in science. Only Korea, Japan and Finland were in the hunt. And the U.S.A.? America ranked 14th in reading, 17th in science and 25th in math, producing the familiar quack-quack. “This is an absolute wake-up call for America,” said Education Secretary Arne Duncan. “We have to face the brutal truth. We have to get much more serious about investment in education.” But the “brutal truth” is that we invest more per pupil than any other country save Luxembourg, and we are broke. And a closer look at the PISA scores reveals some unacknowledged truths. True, East Asians — Chinese, Koreans, Japanese — are turning in the top scores in all three categories, followed by the Europeans, Canadians, Australians and New Zealanders. But, looking down the New York Times list of the top 30 nations, one finds not a single Latin American nation, not a single African nation, not a single Muslim nation, not a single South or Southeast Asian nation (save Singapore), not a single nation of the old Soviet Union except Latvia and Estonia. And in Europe as in Asia, the northern countries (Finland, Norway, Belgium, Iceland, Austria, Germany) outscore the southern (Greece, Italy, Portugal). Slovenia and Croatia, formerly of the Habsburg Empire, outperformed Albania and Serbia, which spent centuries under Turkish rule. Among the OECD members, the most developed 34 nations on earth, Mexico, principal feeder nation for U.S. schools, came in dead last in reading. Steve Sailer of VDARE.com got the full list of 65 nations, broke down U.S. reading scores by race, then measured Americans with the countries and continents whence their families originated. What he found was surprising. Asian-Americans outperform all Asian students except for Shanghai-Chinese. White Americans outperform students from all 37 predominantly white nations except Finns, and U.S. Hispanics outperformed the students of all eight Latin American countries that participated in the tests. African-American kids would have outscored the students of any sub-Saharan African country that took the test (none did) and did outperform the only black country to participate, Trinidad and Tobago, by 25 points. America’s public schools, then, are not abject failures. They are educating immigrants and their descendants to outperform the kinfolk their parents or ancestors left behind when they came to America. America’s schools are improving the academic performance of all Americans above what it would have been had they not come to America. What American schools are failing at, despite the trillions poured into schools since the 1965 Elementary and Secondary Education Act, is closing the racial divide. We do not know how to close the gap in reading, science and math between Anglo and Asian students and black and Hispanic students. And from the PISA tests, neither does any other country on earth. The gap between the test scores of East Asian and European nations and those of Latin America and African nations mirrors the gap between Asian and white students in the U.S. and black and Hispanic students in the U.S. Which brings us to “Bad Students, Not Bad Schools,” a new book in which Dr. Robert Weissberg contends that U.S. educational experts deliberately “refuse to confront the obvious truth.” “America’s educational woes reflect our demographic mix of students. Today’s schools are filled with millions of youngsters, many of whom are Hispanic immigrants struggling with English plus millions of others of mediocre intellectual ability disdaining academic achievement.” In the public and parochial schools of the 1940s and 1950s, kids were pushed to the limits of their ability, then pushed harder. And when they stopped learning, they were pushed out the door. Writes Weissberg: “To be grossly politically incorrect, most of America’s educational woes vanish if these indifferent, troublesome students left when they had absorbed as much as they were going to learn and were replaced by learning-hungry students from Korea, Japan, India, Russia, Africa and the Caribbean.” Weissberg contends that 80 percent of a school’s success depends on two factors: the cognitive ability of the child and the disposition he brings to class — not on texts, teachers or classroom size. If the brains and the will to learn are absent, no amount of spending on schools, teacher salaries, educational consultants or new texts will matter. A nation weary of wasting billions on unctuous educators who never deliver what they promise may be ready to hear some hard truths. Source

Coping With a Bubble in Emerging Market ETFs

Tom Lydon submits: The U.S. and global market rally since March 9, 2009 has been questioned by many. Naturally, the skepticism is now being extended to emerging market exchange traded funds. Some investors have started to doubt the sustainability of recent gains. In the Reuters European Fund Summit in Luxembourg, fund managers expressed thrill over the huge demand in emerging market assets while some strategists offered a cautionary note, reports Jeremy Gaunt for Reuters . Emerging market funds tracked by EPFR Global touched a nine-week high in mid-March. Asia ex-Japan equity funds pulled in $730 million for the week ending March 17, Latin America equity funds reached an eight-week high and EMEA equity funds is on a four-week inflow streak. Supermarket Stocks: Shopping for Bargains

Morningstar submits: By Michelle Chang Although economic conditions improved throughout 2009, domestic grocery store operators have not benefited due to food deflation, a heavy promotional environment, and labor costs. According to U.S. Census data, grocery stores are expected to generate roughly flat growth in 2009 from the prior year, after generating a compound annual growth rate of 4% from 2002 to 2008. The beginning of 2010 appears to be challenging, as consumers are still grappling with a high unemployment rate and tighter credit. The Fight for Consumers’ Dollars Intensified in 2009 and Will Likely Remain Tough in 2010 In food retail, switching costs for consumers are virtually nonexistent. Individuals largely choose locations based on price, and the situation intensified as the downturn progressed. Grocers reacted by lowering prices to retain traffic. For example, Supervalu’s ( SVU ) Jewel-Osco chain lowered prices by as much as 20% in certain categories to appeal to price-conscious consumers. Safeway ( SWY ), which had previously spent time investing heavily in its stores, also moved to a low-cost, low-price strategy. Even Kroger ( KR ) , which had been the most proactive in repositioning stores to better compete with deep discount formats, lowered prices to maintain market share. We believe competition will remain intense, particularly as Wal-Mart ( WMT ) (the largest food retailer in the U.S. with approximately $130 billion of grocery share, around 20% market share) has renewed its low-price policy with a vengeance, and Target ( TGT ) is testing a new store format that increases its presence in perishables. While all operators have been negatively affected by the competitive environment, we believe the grocers we cover can withstand these pressures better than smaller independent chains. The grocery industry remains highly fragmented. Kroger is the second-largest food retailer with an approximate 10% share of the market, according to our calculations. The next three largest retailers in terms of sales, Costco ( COST ), Safeway and Supervalu, each hold around 5 share by our estimates. We believe that these larger operators are poised to take share from smaller regional chains that have struggled and gone bankrupt amid the economic downturn. Complete Story
