President Obama to Launch Ocean Initiative | Will Create National Stewardship Policy for the United States’ Oceans and the Great Lakes

By Jim Tankersley, Tribune Washington Bureau July 19, 2010 Reporting from Washington President Obama on Monday is set to create a national stewardship policy for America's oceans and Great Lakes, including a type of zoning that could dramatically rebalance the way government regulates offshore drilling, fishing and other marine activities. The policy would not create new regulations or immediately alter drilling plans or fisheries management. But White House documents and senior administration officials suggest it would strengthen conservation and ecosystem protection. The initiative culminates more than a year of work by a federal Ocean Policy Task Force, which Obama established last year. After the task force releases its final recommendations, the president is expected to sign an executive order directing federal agencies to adopt and implement them. Calling the BP oil spill ravaging the Gulf of Mexico a “stark reminder of how vulnerable our marine environments are,” the recommendations center on creating a National Ocean Council to coordinate regulation of oceans and the Great Lakes, and on a principle of “ecosystem-based management” for marine areas. The council would include top federal scientists and officials from a variety of agencies, including national security experts, environmental regulators and managers of ocean commerce. The recommendations embrace a controversial practice called marine spatial planning, a zoning process of sorts that seeks to manage waters in the way some cities manage factories and strip malls. The process could result in confining activities such as drilling, shipping and conservation to areas the planners deem best-suited to each use. Nine regional groups — consisting of state, federal and tribal officials — would draft plans for conservation and use of ocean resources that would have to be approved by the National Ocean Council. Federal agencies have agreed to abide by the plans. If the Great Lakes regional body designated certain lake areas for offshore wind farms, for example, the Interior Department would agree to approve wind farms only within those areas. The same would be true for any new offshore drilling projects. Currently, Interior officials develop drilling plans under a public comment process within their department. In Southern California, the heavy focus on “ecosystem-based management” could cause the U.S. Navy to retool its fleet deployment, with an eye on how its operations affect water quality or whales. The recommendations do not specify their effect on offshore drilling. Administration officials said the new policy would not prejudge or conflict with future findings of the bipartisan commission Obama had charged with investigating the oil gusher. But the administration says coordinated, stewardship-heavy ocean management is likely to “really change” practices in nearly every marine activity, drilling included. The final task force report predicts that the changes would help restore fish populations, protect human health and “rationally allow” for ocean uses such as energy production. “This sets the nation on a path toward much more comprehensive planning to both conservation and sustainable use of [ocean] resources,” said a senior administration official, who spoke on condition of anonymity because the policy had not been officially announced. The first draft of the policy, released in September, drew heavy criticism from some quarters, including industry and recreational anglers concerned that sport fishing might be restricted or banned. After a deluge of criticism and meetings with fishing and boating groups, the administration modified the recommendations to emphasize the importance of fishing and ocean recreation, calling them “critical to the economic, social and cultural fabric of our country.” The recommendations do not include curbs on recreational fishing. But the mere prospect of marine spatial planning has drawn skepticism from ocean users. Oil and gas officials are concerned too. They have repeatedly urged the administration not to adopt any planning process that could restrict offshore drilling. Last fall, for example, a representative of the American Petroleum Institute testified at a task force field hearing, “The oil and natural gas industry's presence in the Gulf [of Mexico] has successfully coexisted with other ocean uses like tourism, fishing, the U.S. military and shipping for many years, demonstrating that the current system of governance works well.” The new plan would emphasize nine areas under the broad banner of marine stewardship and conservation, including improved scientific research and mapping; helping coastal communities adapt to climate change and ocean acidification, particularly in the Arctic; and enhancing water quality on land to boost ocean water quality. jtankersley@latimes.com Copyright

Sarah Palin Calls On ‘Peaceful Muslims’ To ‘Refudiate’ Ground Zero Mosque

Sarah Palin, never a stranger to controversy, decided to weigh in on the one raging over the plans to build a mosque near Ground Zero — that is, a mosque and community center two blocks north of where the Twin Towers used to stand. In the midst of it, she managed to insult Muslims, those who aren't but still support the mosque and lay a George W. Bush-level malapropism on the masses. She's a multitasker. Her Tweet, issued at 1:52 pm ET on Sunday (and pictured to the left) read: Ground Zero Mosque supporters: doesn't it stab you in the heart, as it does ours throughout the heartland? Peaceful Muslims, pls refudiate Obviously, her Tweet connotes that Muslims who are not peaceful are the ones who are supporting the mosque — despite all evidence to the contrary — but it equally egregiously mashes together the words “refute” and “repudiate” to create out of whole cloth the word “refudiate.” Refute, of course, means “to deny the truth or accuracy of” while repudiate means “to reject with disapproval or condemnation.” Presumably, what Palin meant to do was to call upon “peaceful” Muslims” to repudiate the construction of a mosque anywhere near Ground Zero. added by: TimALoftis

MTV News has received footage from the night of James’ live ESPN special. While on the road promoting his Teflon Don LP (in stores Tuesday), Ross, on his tour bus, watched King James’ announcement. In the footage, which was shot by Ross’ video director Spiff TV, Ross, hearing James reveal his plans, jumps up as if he were watching the former #23 make a game-winning shot in the seventh game of the NBA finals. Ross, wearing a black T-shirt, jumps out of his seat with his eyes and mouth wide open and both his arms extended with his hands balled up in fists. “I told you!” Spiff yells. Meanwhile Def Jam executive Kendell “Young Sav” Freeman sits on the tour bus couch with a disappointed look on his face and says “damn.” Ross’ manager, Gucci Poochie, stands up and smiles. “Wow,” he says. “God is great,” Ross says, holding his Blackberry, readying a tweet. “It’s over for the next decade, baby. 305. Mel Gibson Complains About Money In Fifth Leaked Tape

Gibson again threatens ex-girlfriend in latest recording. By Gil Kaufman Mel Gibson and Oksana Grigorieva Photo: Kevin Winter/ Getty Images Around the same time Mel Gibson’s lawyers entered a Los Angeles courtroom to fight an attempt by the actor’s ex-girlfriend to strip the “Lethal Weapon” star of his custody rights to the couple’s 9-month-old daughter, the latest in a disturbing series of recorded phone-call snippets was released by RadarOnline.com . (Warning: Recordings contain offensive and explicit content.) In the fifth tape posted by the site, Gibson, 54, appears on the verge of hyperventilating as he berates ex Oksana Grigorieva over the disastrous state of his finances. “Bitch, whore, cu–, gold digger!” Gibson, a divorced father of eight, yells at Grigorieva during the fight, in which he excoriates the aspiring singer for requesting that he buy her an expensive dress and let her use his Lakers box seats. “Because of you, I had to sell the mother—-ers,” he growls about seats at the Lakers arena. “I don’t have any f—ing money! I have to support you and everybody else! I have to sell paintings. I have to sell my box at the Lakers game. … I spent more than $5 million on you! … Say thank you now!” The actor — whose ex-wife of 27 years, Robyn, reportedly walked away with more than $400 million in their 2009 divorce because they had no prenuptial agreement — was once one of the highest-paid, most successful actors in Hollywood and is alleged to have made a fortune on the self-financed film “The Passion of the Christ,” which grossed more than $610 million globally. At one point before the divorce, his net worth was reported to be between $500 million and $900 million. But on the nearly four-minute tape, he repeatedly pleads poverty, complaining of all the mouths he has to feed. The $5 million he claims to have spent on Grigorieva appears to be a reference to his help in launching her music career. “F—in’ user! You f—in’ used me! I will never forgive you!” he screams, before breaking out in uncontrolled heavy breathing for several seconds. Grigorieva has claimed that Gibson punched her in the face and broke two of her teeth in an assault in January that is now the subject of a domestic-violence investigation by the Los Angeles County Sheriff’s Department. She repeatedly fires back that she did not ask Gibson to spend money on her, at one point telling her longtime lover that he is “very mean.” “Yeah, you know what mean is now, don’t you?” he responds. “So don’t call me mean when I’m nice to you. Because I’d like to show you what mean really is. Bitch, cu–, whore, gold digger! All true! You f—ing proved it to me! … Look at yourself. And look what you’ve done. Look what you’ve f—ing done! Look at your son. He’s a f—ing mess. You f—ing excuse for a mother. You’re a f—ing bitch!” Exasperated, Grigorieva simply says, “You’re the worst father I ever met. Goodbye.” Radar Online has also reported that Gibson had a handgun during the alleged assault and waved it in Grigorieva’s face after striking her. The site claimed that as she tried to leave Gibson’s house, he put the weapon near her face and said, “I will show you how to get out of here fast,” which Grigorieva believed was a threat on her life, one of several Gibson is alleged to have made. Gibson’s spokesperson has offered a “no comment” on the tapes — though he has not denied that the voice heard on them is Gibson — and the actor has not yet made any public statement about their contents. An audio expert who has worked for the FBI and CIA told the “Today” show Thursday (July 15) that the tapes are legitimate. The clips were expected to take center stage Thursday during the custody hearings, with Gibson’s lawyers reportedly aiming to prove that they had been doctored and edited, which would make them inadmissible in court; Grigorieva’s attorneys have reportedly denied those claims.

According to Mars, the moody visuals match the spirit of the song. “The truth of the matter is, I’m complicated/ You’re as straight as they come,” he sings on the fast-paced number. “You go about your day, baby/ While I hide from the sun/ It’s better if you don’t understand/ ‘Cause you won’t know what it’s like till you try.” ” ‘The Other Side,’ which is the darker side of Bruno Mars, it’s me, Cee-Lo and B.o.B, we all got on the track and it’s one of my favorite records on the CD,” he told MTV News. “Just because it’s so unique, and I think the story behind the song, when you listen to the lyrics, it says, ‘It’s better if you don’t understand.’ And to me, it was so powerful that we actually named the EP that.” It’s Better If You Don’t Understand, Mars’ debut, features just four songs. After his success behind the scenes as a producer, Mars broke out this year as a featured artist on B.o.B’s #1 hit “Nothin’ on You” and on Travie McCoy’s “Billionaire.” Now, Mars is concentrating on his solo work. In May, he told MTV News that being in the spotlight wasn’t necessarily a part of his plans, but when he was given the chance, he was more than prepared. “The journey wasn’t short at all — it was trial and error and trial and error,” Mars said. “It was just back and forth, man. But once ‘Nothin’ on You’ blew up, I had these songs in my back pocket, and the label thought it’d be a good time to give people a little taste of what they’re gonna get with the album. Bristol Palin And Levi Johnston Get Engaged Again

The couple first got engaged after Bristol became pregnant with their now 18-month-old son, Tripp, and took the stage together with Palin’s mother, former vice presidential candidate and half-term Alaska Governor Sarah Palin, at the 2008 Republican National Convention . They broke up just weeks after Tripp’s birth in December 2008, but the couple told Us Weekly in this week’s cover story that they are ready to get hitched. “We got engaged two weeks ago,” abstinence advocate Bristol, 19, told the magazine. “It felt right, even though we don’t have the approval of our parents.” That might be the sticky part. Johnston, 20, recently offered a public apology to the Palins, especially to Sarah, for the harsh comments he made about the family in the fallout from his breakup with Bristol. Despite agreeing to pose with Tripp on the cover of the magazine and announcing their second engagement on the cover, they admitted that they hadn’t yet told Sarah Palin about their plans. The couple said they reconnected three months ago while working on a custody plan for Tripp and unexpectedly rekindled their romance. “I really thought we were over,” Johnston said. “So when I went, I had no hope. I think we both just started talking — and then we took Tripp for a walk.” Bristol added, “When he left that night, we didn’t hug or kiss, but I was thinking how different it was. He texted me: ‘I miss you. I love you. I want to be with you again.’ … I was in shock.” Sarah Palin has been very outspoken about her feelings about Johnston in the past, lashing out at him when he claimed last fall that she referred to her infant song Trig — who has Down Syndrome — as “retarded,” slamming the aspiring model/actor and high school dropout by referring to him as “Ricky Hollywood” during an Oprah Winfrey interview and mocking his “aspiring porn” career. That contentious relationship has Bristol a bit worried about how her mother will react to their engagement. “It is intimidating and scary just to think about what her reaction is going to be,” she said of the outspoken Fox News contributor, who had not yet weighed in on the news at press time. “Hopefully, she will jump onboard.”

Selena Gomez: Leaving Wizards of Waverly Place

Selena Gomez is making like Miley Cyrus. No, the teenager isn’t ditching pants or putting out a failed album . But Selena is leaving the TV show that made her famous, announcing this week her plans to exit Wizards of Waverly Place when its fourth season concludes. “Unfortunately, I’m doing my last season of my show, which I’m really heartbroken about. That’s gonna be a terrible time for me,” the 17-year old told MTV. Gomez has played Alex Russo on the Disney Channel series since its pilot episode. However, just because Gomez is walking away from the small screen doesn’t mean she’s leaving the role of Alex forever. “I’m gonna do a movie for my show, which I’ll be excited to end it with, and then a tour,” she said. Selena has made news recently for her life away from the set. She briefly dated Nick Jonas, only to break up with him in April. That’s right, teenage male readers: this pretty star is available!
