Race Matters: NAACP Protests Proposed Gun Offender Registry Law In Wealthiest African-American County In U.S.

NAACP Protests Proposed Gun Offender Registry Law In Wealthy African-American County A law that would require members of the community convicted of gun-related crimes to check in with police every six months is in the works in Prince George’s County, Maryland. The NAACP chapter of Prince George’s County, which is the wealthiest African-American majority county in the nation, says they are not havin it. The Prince George’s County’s chapter of the NAACP is hoping to stop County Executive Rushern L. Baker III (D) from signing a countywide gun offender registry program into law, claiming the law is unconstitutional. The registry program, passed June 5 by the County Council with a 9-0 vote, would establish a police-kept registry for those convicted of gun-related crimes who would have to check in with police every six months for three years in addition to providing information such as phone numbers and where they live and work. Legislation for the registry was introduced by County Councilwoman Karen R. Toles (D-Dist. 7) of Suitland and co-sponsored by the entire council to serve as “a deterrent to gun offenders” to reduce the amount of gun-related crimes and homicides in the county, Toles has said. Members of the National Association for the Advancement of Colored People met June 21 to discuss their opposition, saying the bill violates the 14th Amendment to the Constitution, which prohibits governments from depriving a person’s life, liberty and property without first taking certain steps to ensure fairness. In addition, they are citing flaws in similar legislation in Baltimore for a gun-offender registry that is currently up for potential appeal after a city circuit court judge said April 6 that the legislation was unconstitutional and too vague. Pure Comedy Or Irony?: Bank Robber Takes Hostage, Slips And Falls On Ice, Then Is Shot & Killed By Cops [Video]

Police shot and killed a suspected bank robber trying to escape with a female hostage Friday after he stumbled in a pile of snow from this week’s storm and the woman slipped away. When the man walked out of the Capital One bank branch in a Washington suburb, he was holding a gun to the bank teller’s head and was using her as a shield. The suspect also had a fake bomb taped to his body, police said. Officers were already outside the bank as the suspect walked out, and the confrontation unfolded on television with a helicopter camera hovering overhead. Video shows him backing away from police with the woman when the suspect tripped over a pile of snow from Wednesday’s storm. The woman ran away from the suspect toward police and held her hands up to cover her ears. Gunfire erupted shortly afterward. Takoma Park Police Chief Ronald Ricucci said the suspect was killed. “From our point of view, it looks like it was a successful resolution,” said Prince George’s County police Maj. Andy Ellis, adding that three of his officers fired at the suspect. “Things were changing very quickly, and the officers had to make split-second decisions.” Montgomery County Police Chief Thomas Manger said the robbery was unusual because the suspect appeared to have a bomb, as well as a hostage, and because officers reached the scene so quickly that the situation was still unfolding. Police from at least three jurisdictions responded to the scene because Takoma Park is near the border of Montgomery and Prince George’s counties. The city also has its own police force. Besides the device that looked like a bomb strapped to the suspect, a suspicious device also was reported inside the bank. Both ended up being plastic foam when checked by a bomb squad, police said. But the potential for an explosion affected the response by police officers, Ellis said. At least three people were treated for injuries that were not life-threatening. A police officer was grazed in the leg by a bullet. One person was pistol-whipped — the woman whom the suspect later used as a shield — and another person was treated for shock, police said. Bill Benjamin, who witnessed the incident from a nearby store, told FOX 5 that he had walked outside to take out the trash. He said he heard three quick shots fired and saw police chase down the suspect. Herschel Ivy, who saw the incident from across the street, told FOX 5 that he saw the suspect’s hands go up when shots were fired. Ivy said he heard seven or eight gunshots fired as the hostage ran toward police. “She ran directly through the cordon of police officers,” Ivy said. “You couldn’t tell if they were firing from the left or from the right.”

‘Name That Party’: AP Adds a Race Card to the Mix in Prince George’s Co. Md. Corruption Story

A couple of NewsBusters posts during the past week — one from yours truly and another courtesy of Ken Shepherd — have pointed to the press's reluctance to identify the Democratic Party affiliations of indicted Prince George's County Executive Jack Johnson and his also-indicted wife Leslie, who is a County Council member. Today, the Associated Press's Brian Witte kept up the wire service's tradition of either not naming the party of an indicted Democrat or deferring that identification until very late in the report (in the apparent hope that subscribing outlets picking up the story won't use it). Jack Johnson's party affiliation was saved for the 19th paragraph; Witte never identified his wife's party affiliation. Witte further quoted a Republican who commented on the situation in Paragraph 10, and noted that said Republican “ran against Johnson in 2002” in Paragraph 11, leaving it vague as to whether it was a primary or general election contest. Finally, Witte gave voice to people who believes that the Johnsons and ultimately other county officials are being targeted based on their African-American ethnicity — in county where two-thirds of its residents are African-American. Here are selected paragraphs from Witte's report : read more
