It took about 30 seconds for How I Met Your Mother star Neil Patrick Harris, and longtime boyfriend David Burtka, to take advantage of New York’s brand new Marriage Equality Bill : The two are engaged! Harris and Burtka have been together since 2004 and are the parents of twins.
