Jestine Rands, a junior at University of Iowa, was arrested September 12 on a public intoxication charge after allegedly relieving herself in public. According to an arrest affidavit obtained by The Smoking Gun, the bubbly blonde reeked of alcohol, was slurring her speech and had bloodshot, watery eyes. The responding officers also observed that Rands was in possession of an empty flask that smelled of booze. Cops were called to Yotopia–which bills itself as “Iowa City’s Original FroYo”–a
