Last we checked, there was still a law in California that requires drivers (and passengers) on motorcycles to wear a helmet and a quick google of “Toluca Lake” tells us that it is in fact still a city in California (a suburb of the San Fernando Valley outside of Los Angles to be exact). So why is Billy Ray Cyrus riding his motorcycle around Toluca Lake without a helmet? Is there some weird loophole that says you can bypass the law if you have a good hair?
