As North Korean leader Kim Jong Il took a quick trip to visit China, many wondered if the People's Republic would be successful in persuading him back to the negotiating table over his nuclear program. It's been a long and relatively unfruitful process, with every step forward marked by a corresponding step back. If the Obama Administration or the United Nations opens up negotiations again, how should they approach it? More sanctions? More aid?
