Last time we saw Kylie Jenner , I said how the mini-Kardashian  looked like she was 17 going on 30 . Now here she is dressed like a Real Housewife at some yacht party in Cannes, and at this rate, she’s going to become the first teenage cougar in history before she even hits 18.
