A scathing investigative report released by Gov. Nathan Deal that has gone national found that 178 teachers and principals in 44 Atlanta Public Schools have cheated to improve their school’s test score, according to an investigation by the state of Georgia. The year-long investigation found that teachers and principals erased and corrected mistakes on students’ answer sheet, while APS Superintendent Beverly Hall and her top aides ignored, buried, destroyed or altered complaints about misconduct, claimed ignorance of wrongdoing and accused critics of failing to believe in the ability of underprivileged children to learn. The investigation found that the misconduct may have started as long as a decade ago. The lengthy report names 178 educators, including 38 principals, as participants in the cheating scandal in what may be the most wide-ranging investigation into test-cheating in a public school district ever conducted in U.S. history. More than 80 of the accused have confessed. According to the AJC , the report accuses top district officials of wrongdoing that could lead to criminal charges in some cases. The decision whether to prosecute those involved is up to three district attorneys — in Fulton, DeKalb and Douglas counties — who will consider potential offenses in their jurisdictions.
