New security camera footage from the night that Ray Rice assaulted Janay Palmer was released today. The tape shows Rice and Palmer being handcuffed by police and kissing while in custody. Ray Rice-Janay Palmer Arrest Video The video – portions of which were released moments ago by ABC News – contains 45-minutes of previously unseen footage from February 15, when both Rice and Palmer were arrested for assault at an Atlantic City casino. Palmer’s charges were eventually dismissed, while Rice’s charge was upgraded to aggravated assault. The video begins with what appears to be Palmer shouting at Rice in the hotel lobby, angrily shoving him away when he tries to approach her. Hotel security intervenes, and eventually police arrive on the scene. Both Rice and Palmer are handcuffed and escorted to an elevator, where they appear to kiss briefly while in police custody. Following the incident, Rice received a modest two-game suspension from the NFL. Just days after the start of the 2014 season, however, TMZ released new footage that showed Rice knocking Palmer out inside an elevator. The video shocked the public, and resulted in an indefinite suspension from the league, as well as a terminated contract with the Baltimore Ravens. Rice avoided criminal charges by entering a pretrial intervention program. The NFL made him eligible to play again on December 1, but thus far no team has shown an interest in Rice. This morning, shocking surveillance footage of Ray Rice knocking out Jayna Palmer , his now-wife, inside a hotel elevator was released by TMZ. Ray Rice-Janay Palmer Fight Just hours later, Rice’s now-former NFL employer tweeted, “The Baltimore Ravens terminated the contract of RB Ray Rice this afternoon.” Previous footage showed Rice dragging an unconscious Palmer through the lobby of an Atlantic City hotel and casino in the aftermath of the incident. Rice was originally suspended by the league for a mere two games, resulting in an uproar from many fans unhappy with the apparent wrist slap. Despite the fact that she was clearly out cold, the NFL was apparently not aware of the footage that shows the viscious attack itself until this morning. “We requested from law enforcement any and all information about the incident, including the video from inside the elevator,” the league said in a statement. “The video was not made available to us and no one in our office has seen it until today.” A number of current and former NFL players took to Twitter today to express their disgust with Rice and their belief that he should be removed from professional football. Everybody gets one… NFL Enacts Stricter Policy On Domestic Abuse The NFL has come under fire for its lenient punishment of domestic abusers . Now, the Commissioner is looking to change things. Via DailyMail : The National Football League has enacted stiffer punishments for any personnel who commit domestic violence. In a letter to team owners, NFL Commissioner Roger Goodell said players, coaches and owners now face a six-game suspension for a first offense and a lifetime ban for a second. Goodell said second-time offenders may petition for reinstatement after a year, but with no guarantees. Harsher penalties could also be levied for offenders with incidents before joining the NFL or ‘violence involving a weapon, choking, repeated striking, or when the act is committed against a pregnant woman or in the presence of a child,’ the letter states. The NFL has been criticized for its inconsistent and often lax penalties for off-field offenses. Ravens running back Ray Rice, for example, had to sit out just two games for hitting his now-wife Janay in an Atlantic City casino. In contrast, Browns wide receiver Josh Gordon had to stay out of the 2014 season and was banned for a full year for testing positive for marijuana. In his letter, the commissioner admitted that he ‘didn’t get it right.’ ‘We allowed our standards to fall below where they should be and lost an important opportunity to emphasize our strong stance on a critical issue and the effective programs we have in place,’ Goodell wrote. ‘My disciplinary decision led the public to question our sincerity, our commitment, and whether we understood the toll that domestic violence inflicts on so many families. Amanda Bynes is reportedly at it again. A new report claims that the troubled actress actually went after a fan in Atlantic City, N.J., Friday night in an altercation with a father-son duo. The son, Brett Cohen, says “She was stumbling and reeked of alcohol” and adds that Bynes was carrying a huge handbag and what looked like a pet carrier. At a certain point Brett’s dad, Bobby, decided to take a photo of her … and even though Amanda typically loves Amanda Bynes photos , $h!t hit the fan. “She started yelling at my dad and lunging at him,” according to Brett . “I told her ‘Amanda, you can’t do that, leave him alone,’ and she just freaked out.” “She was screaming, ‘he can’t take my picture!'” Yeesh.
