Ordinance Passed Today in San Bernardino, California: All Pit Bulls Must Be Spayed or Neutered

Tuesday, June 22, 2010 SAN BERNARDINO, Calif. (KABC) — An ordinance was passed Tuesday for all pit bulls in San Bernardino County to be spayed or neutered. City officials worked with the county's Animal Care and Control Division to create the ordinance. Authorities say the objective of the ordinance is to reduce the overpopulation of pit bulls in San Bernardino County, to encourage responsible pet ownership and to reduce the number of violent pit bull attacks. “In the past five years, four people in San Bernardino County have been killed by this breed, and just this year there have been seven attacks by pit bulls. No other breed has viciously attacked or killed anyone in that time,” said First District Supervisor Brad Mitzelfelt. The new rule requires all pit bulls and pit bull-type dogs older than 4 months to be spayed or neutered. Also, all such dogs used for breeding will be required to be licensed. State law prohibits any breed of dog from being deemed potentially dangerous or vicious, but the law allows local agencies to enact breed-specific programs for spaying and neutering to control over-population. Owners of pit bulls will be required to spay or neuter their dogs within 30 days of the new rule's implementation. Animal Care and Control will help pet owners comply with the ordinance by offering education and vouchers to those who are eligible. Pit bulls or pit bull-type dogs represent about 20 percent of all dogs that are admitted to animal shelters. They are also one of the top three breeds impounded at county shelters and the most frequent to be euthanized. Joran van der Sloot Has Confessed to Murder, Peruvian Authorities Report

Van der Sloot confesses to murder, Peruvian authorities say By the CNN Wire Staff June 8, 2010 1:11 a.m. EDT Lima, Peru (CNN) — Joran van der Sloot could be formally charged as early as Tuesday in the killing of Stephany Flores Ramirez, Peruvian government authorities said. Van der Sloot, who confessed to murder in the case on Monday, will likely be held at one of three maximum security prisons — Castro Castro, Piedras Gordas and Lurigancho, authorities said. At his first court appearance, the judge may set a hearing date for van der Sloot and could order additional investigations in the case. The Peruvian justice system often issues a lighter sentence in cases where the suspect confesses. That may have influenced his alleged confession. Van der Sloot could get up to 35 years in prison. There is no death penalty or life sentence in Peru. A Peruvian police report leaked Monday said Flores was found in his hotel room on the floor, half-dressed. The report provides new details about the hours before Flores' body was found. Van der Sloot, who was twice arrested in connection with the disappearance of Alabama teen Natalee Holloway in Aruba in 2005, is in Peruvian custody as a suspect in the killing of Flores, 21. According to the document, the Hotel Tac, where van der Sloot was staying, received a call from someone looking for him about 11 p.m. June 1. The receptionist forwarded the call, but no one answered. The hotel worker assumed that van der Sloot was asleep because the room key was with him and not the front desk. About an hour later, according to the police report, the receptionist noticed that van der Sloot owed money for two nights and went up to his room, where her knocks went unanswered. The television was blaring, so the hotel employee figured he was resting, the report says. Afterward, the hotel supervisor told the employee to go back to van der Sloot's room and enter using a spare key. When the employee went in, she found Flores' body on the floor, dressed in a black T-shirt and red panties, half-covered with a piece of white clothing, the police report said. Flores was bleeding from her nose, the report said. The hotel employee became frightened at the sight and went to alert her supervisor and the police, turning off the television and lights on her way out of the room, the report said. Los Angeles County Board of Supervisors Joins Los Angeles City’s Boycott on Arizona

L.A. County supervisors join city's AZ boycott Tuesday, June 01, 2010 DOWNTOWN LOS ANGELES (KABC) — The L.A. County Board of Supervisors voted to join the city's economic boycott of Arizona over the new immigration law. The L.A. City Council already voted to boycott the state because of Arizona's new immigration law. Supervisors Gloria Molina and Zev Yaroslavsky say there is no question that America's immigration system is broken, but they believe Arizona's new law is a violation of American civil rights. Molina and Yaroslavsky introduced a motion asking Gov. Jan Brewer of Arizona to repeal SB 1070. The motion also directs the county to review all investments in Arizona, such as state municipal bonds, and to suspend travel to Arizona for county business. The motion passed by a vote of 3 to 2. The Board of Supervisors willl also send a letter to President Barack Obama and Congress, asking them to pass comprehensive immigration reform. Supervisor Don Knabe said boycotting Arizona is a misguided reaction to a bad law, while Supervisor Mike Antonovich called the motion “stupid.” “It doesn't make sense, it doesn't follow the law,” Antonovich said. “All Arizona is doing is following federal law and that is also California state law.” Supervisor Knabe released a written statement saying he also wouldn't support the motion. “Los Angeles County is currently facing tremendous fiscal challenges with our own dysfunctional state government, which we are attempting to work through. This motion takes away from these efforts, and will distract from what we are elected to do for the residents of this county,” Knabe's statement read. Supervisor Mark Ridley-Thomas was the deciding vote on the issue. The LAUSD Board of Education is also joining the list of those opposing Arizona's law. The board will consider on Tuesday a resolution condemning the law and curtailing economic support of Arizona, introduced by board president Monica Garcia.
