China has overtaken the US for the first time in a league table of investments in low-carbon energy among the G-20, according to a new report by not for profit group the Pew Charitable Trusts published this week. The report found that despite an overall 6.6 per cent global decline in clean energy investments last year, China invested almost twice as much as the United States in clean energy during 2009. Pew blamed the worst financial downturn in over half a century for the reduction in clean techinvestments, but echoed growing confidence in the sector, predicting investments will bounce nback to around $200bn this year. The report, entitled Who's Winning the Clean Energy Race?, said that last year China invested $34.6bn in the clean energy economy, placing it top of the clean energy investment league and well ahead of the US in second place with investment of $18.6bn. Phyllis Cuttino, director of Pew Environment Group's US Global Warming Campaign, criticised the US government for failing to deliver stronger national policies to support renewable energy. “I'm worried that we are going to fall further down the list next year,” she said. “We really need to pass policy.” The US administration has been locked in a year long battle to pass a climate change bill that would impose a national carbon pricing mechanism and introduce new incentives for low carbon projects. However, the bill has faced staunch opposition from Republicans and some Democrats and while a compromise version of the legislation is expected to be unveiled in the next few weeks commentators remain sceptical that the bill can pass this year. This time around — pressured by everyone from President Obama to Moveon.org — the Cleveland Democrat had no luxury to dawdle before taking a stance. He just announced at a Capitol news conference that he’ll vote yes on the bill’s latest draft. “I have doubts about the bill,” Kucinich said. “This is not the bill I wanted to support. . . However, after careful discussions with President Obama, Speaker Pelosi, my wife Elizabeth and close friends, I’ve decided to cast a vote in favor of the legislation.

On Monday afternoon, a controversial Utah bill that charges pregnant women and girls with murder for having miscarriages caused by “intentional or knowing” acts, was signed into law by Gov. Gary Herbert. Contrary to media reports last week, the “Criminal Homicide and Abortion Amendments” or HB12, which previously also applied to miscarriages caused by “reckless” acts, was never “withdrawn” by its sponsor, Republican Representative Carl Wimmer (who is crafting similar “model legislation” for other states). After the governor expressed concern over “possible unintended consequences,” of the legislation as written, Rep. Wimmer swiftly introduced a new version, titled “Criminal Homicide and Abortion Revisions” (HB462), which omitted the word “reckless.” Gov. Herbert signed the new bill and vetoed the old one. In a letter to legislative leaders on Monday, the governor wrote: “I appreciate the willingness of Representative Wimmer to reevaluate the impact of potential unintended consequences arising from the inclusion of 'reckless' behavior in HB12. HB 462 is more consistent with the true intent of the legislation and addresses those situations in which the termination of a pregnancy is intentional and is not conducted at a physician's direction.” more at link… added by: WakeUpPeople

Credit card holders, listen up: On Monday, new federal regulations will take effect, changing the relationship between you and your card issuer. The changes are part of the Credit Card Act of 2009, signed into law last May. Congress approved the legislation to end what consumer groups have called unfair and deceptive business practices. But critics say the heavier regulations will make credit cards more costly for everyone. The primary focus of the law is to eliminate unexpected fees and interest-rate hikes. Many consumers had complained to lawmakers and regulators about credit card issuers retroactively imposing interest-rate hikes on existing balances. In other words, a customer would borrow money under one set of terms — only to get an ugly surprise when the bank suddenly pushed up the interest rate. Studies estimate that by eliminating unexpected rate hikes and fees, the law could save consumers about $10 billion a year. But critics say tougher rules will make credit more costly for good customers. If card issuers are barred from imposing retroactive rate hikes on existing balances, then they may try to make up the difference elsewhere. So, for example, consumers may see the return of annual fees on credit cards. Years ago, credit card issuers routinely charged annual fees. But since the 1990s, most have eliminated them. Now, they may come back. Or there could be inactivity fees imposed on customers who don't use their card very often. Here are some of the key provisions: — Interest Rates: Card issuers cannot increase interest rates during the first year on new accounts. In most cases, retroactive rate increases are prohibited. — Payments and Billing: The issuer has to set the payment-due deadline on the same day each month. — Fees: Consumers cannot be charged extra fees for making payments online, by phone or by mail. — Disclosures: Issuers must notify card holders of significant changes to their account terms at least 45 days before the changes take effect. If the consumer objects to the changes, he or she can close the account, or “opt out.” — Young People: Consumers younger than 21 need an adult co-signer to open a credit card. By Steve Elliott in Toke of the Town If marijuana is going to be legalized in Washington this year, it will have to be the voters who do it — because the Legislature won’t. The House Public Safety and Emergency Preparedness Committee is expected to vote down bills dealing with legalization and decriminalization of marijuana, reports Jerry Cornfield at the Everett Herald Net . Rep. Chris Hurst, chairman of the public safety panel, told Cornfield there aren’t enough votes to move either bill out of committee. While amendments to either bill or both could be proposed Wednesday, Hurst said he doesn’t believe enough minds will change to alter the outcome. With five Democrats and three Republicans on the committee — and two of the Democrats (Hurst and Rep. Al O’Brien, D-Mountalke Terrace) being former cops, with both saying they will oppose the bills — neither will likely make it out of committee. Hurst said votes could have been taken last week at the end of a two-hour hearing on the legislation. Sponsors of the bills asked for time to consider possible changes, in response to criticisms raised in the hearing. Hurst claims he’s pushing to get the matter resolved (as in, hurry up and get these bills killed) to give backers of a voter initiative for marijuana legalization “a clear field” on which to wage their battle. Many observers of the Washington state political scene believe that blame for the marijuana bills are once again dying in the Legislature due may be rightly placed on Speaker of the House Frank Chopp . According to multiple, well-placed sources (both inside the Legislature and those observing), Chopp, through a lack of political will and leadership, is the legislator most responsible for the death of marijuana decrim in the last session as well. A reliable inside source, in a position to know, tells Toke of the Town Chopp doesn’t want to force a “controversial” marijuana decrim vote by the entire Legislature, because he doesn’t want to force fellow Democrats (in the majority) to vote on pot any time before the 2010 elections. Chopp’s leadership style, or lack thereof, has been a growing source of controversy within progressive Democrats for some time now. Over and over, you see Chopp described as “the most powerful politician in the state,” but you’d never guess it from his unwillingness to go out on a limb , to take a stand, to have a backbone. A Washington State Senate bill decriminalizing marijuana is still alive, though no hearings on it have been scheduled as of Tuesday morning.
